Dr. Gurajena joined Murewa Rural District Council in 2003 as the Executive Officer- Social Services. He became the substantive Chief Executive Officer on the 1st of January 2010. He holds the following qualifications:

Duties and Responsibilities:
1. Coordinate and monitor all developmental programmers and plans formulated and implemented by council.
2. Leading and directing Council, ensuring that it performs within the expected policy framework.
3. Coordinate the formulation and management of all council policies and regulations that govern the council.
4. Assisting Council in formulating and implementation of strategic plans and decisions of the Council.
5. Guide formulation of budget proposals for programs and projects to be implemented by council.
6. Monitor and evaluate the effectiveness and efficiency of service delivery systems in the Council.
7. Giving accurate and meaningful policy and strategic advice to the Council and its committees for them to make meaningful decisions.
8. Supervising departmental heads in their implementation of Council resolutions.

Councillor Amos Gutu

Councillor Amos Gutu was born on the 11th of October, 1966. He is married. He attained his Ordinary Level passes and has wide experience in administration, counseling, as well as family planning. Councillor Gutu is an accomplished motor vehicle mechanic as well as a practicing farmer. He worked as a Supervisor and Assistant Manager at NECTO and the ZNFPC respectively. Councilor Gutu has been the Councilor for Ward 24 from 2002 to date. During his term in Office he chaired Committees such as HRD and Admin, Roads and Works, and Environment and Agriculture. He was the Vice Council Chairperson from 2013 to 2018. Councilor Gutu’s hobbies include soccer and farming.

She is a holder of a Bachelor of Social Sciences (Honours) degree from Africa University. Currently doing a Master of Science Degree in Development studies.

Main Duties

1. Promoting, Facilitating And Coordinating The Development, Implementation And Monitoring Of A Comprehensive District Multi-Sectoral Response To HIV And AIDS In Line With The ZNASP And Other Policies And Guidelines.
2. Preparation Of The Integrated District Plan And Budget For HIV And AIDS Interventions.
3. Providing Technical Support And Capacity Building On HIV And AIDS Programming In NAC Structures.
4. Mobilising Of Stakeholder Participation In HIV And AIDS Programmes In The District.
5. Monitor And Evaluate Programmes In Line With The National M And E System.
6. Development And Maintenance Of Database On HIV And AIDS Programmes.
7. Mobilisation Of Resources For HIV And AIDS Programmes.
8. Providing Secretariat Services To The DAAC.
9. Documentation Of Best Practices.
10. Compilation And Submission Of Periodic Plans And Reports On HIV And AIDS Programmes To Provincial Office And Relevant Stakeholders.

She joined Murewa Rural District Council in July 2004 and currently she is the Gender Focal Person and PA to the Chief Executive Officer.

As the Gender Focal Person, Her Main Duties Include:

1. Servicing And Giving Technical Advice To The Gender Committee
2. Reporting On Gender Issues
3. Monitoring And Supervision Of Gender Sub-Committees
4. Prepare And Monitor The Department’s Budget
5. Handling All Issues Related To Gender In The Council

(ACCA) (UK) (R.P.Acc-Z)

He is a holder of a Bachelor of Business Administration Degree in Accounting attained from Solusi University , he is also a full member of the Association Of Chartered Certified Accountants (ACCA)(UK) and a registered as a Public Accountant (RPA-Z) with the Public Accountants and Auditors Board Of Zimbabwe(PAAB) and is also a member of the Institute of Internal Auditors (IIA). He joined Murewa Rural District Council in April 2016 after having served in the Ministry of Local Government, Public Works and National Housing as a senior internal Auditor for seven years.

His Main Duties Include:

1. Servicing And Advising The Audit Committee.
2. Designing, Implementing And Coordinating Audit Programs.
3. Formulating And Reviewing The Audit Department’s Objectives.
4. Reviewing The Accuracy And Reliability Of Financial Information, Ensuring Its Compliance With Statutory Regulations, Council Standing Orders, Instructions And Set Standards.
5. Appraises The Economic Justification And Efficiency With Which Resources Are Employed And How Services Are Procured.
6. Reviewing The Means Of Safeguarding Assets And As Appropriate, Verify Their Existence.
7. Reviews Management Systems And Procedures In Order To Ensure Control And Efficiency.
8. Prepare Short Term, Medium And Long Term Strategic Plans For The Department.
9. Analyse Risks And Recommend Appropriate Measures To Minimise Such Risks.
10. Prepare Reports On Audit Assignments.
11. Carry Out Special Investigations For Management And Council.

Mr Serere John (Msc Strategic Management-C.U.T) (Bsc Geo and Env Studies-Z.O.U) (Dip Ed-Hillside Trs’ College)

Mr Serere is a holder of an Msc Strategic Management from Chinhoyi University Of Technology and a BSc In Geography and Environmental Studies from Zimbabwe Open Zimbabwe. He also trained as a secondary school teacher at Hillside Teachers’ College and obtained a Diploma in Education with a distinction in teaching practice. He joined Murewa Rural District in 2010 after having served in the Ministry of Education Sport Art and Culture for 13 years. Currently he is studying towards an Msc Ecoturism and Biodiversity Conservation with the National University of Science and Technology and is doing research on wetland management.

His Main Duties Include:

1. Servicing And Advising The Environment Committee.
2. Preparing And Monitoring The Department’s Budget.
3. Designing, Implementing And Coordinating Environment Programmes.
4. Preparing Short Term, Medium And Long Term Strategic Plans For The Department.
5. Formulating And Reviewing The Environment Department’s Objectives.
6. Preparing Reports On Environment Projects And Programmes.
7. Coordinating Stakeholders On Environment Related Projects And Programmes.
